There has been no movement during 2006 on any of the lymphedema-related federal bills introduced last year and languishing in committee. This report is therefore an update on activities at the State level.
AB-213 Liu - Diagnosis and Treatment of Lymphedema: Bill passed Assembly Health Committee (8-3-3) and was sent to Appropriations Committee. Withdrawn pending negotiations with key stakeholders on specific provisions. Will be re-introduced in Spring.
SB-412 Figueroa - Certification of Massage Therapists: Passed Senate vote and referred to Assembly. Appropriations Committee hearing postponed.
PSB-119 Harp - An Act Requiring Coverage for Lymphedema: No action taken by Public Health Committee. Circle of Hope Lymphedema Foundation is urging public support to change proposed bill to include minimum mandatory provision of $500.00 per year for compression bandages and garments and moving bill to Senate Floor.
HR-641 Walker - House Study Committee on Causes and Treatment of Lymphedema: The study committee had three meetings and expired on December 31, 2005. Three bills resulted in their deliberations.
HB-1011 Buckner - Pilot program to test and evaluate system of coverage of costs associated with treatment of lymphedema. Would be implemented initially for state employees' health insurance plan and state medical assistance. Will start July 1, 2006 and terminate June 30, 2011, at which time detailed costs of lymphedema diagnosing and treatment and health benefits will have been measured and a recommendation made to the Assembly whether lymphedema treatment coverage would be continued for all state employees and Medicaid recipients.
HR-1055 Buckner - Resolution to strongly urge that hospitals, clinics, physicians and other healthcare providers refer patients for lymphedema treatment to a nationally-certified lymphedema therapist or oncologist. Reported favorably out of Human Relations and Aging Committee on 2/9/06.
HR-1056 Buckner - Resolution to urge inclusion of lymphedema prevention and treatment in the curriculum of all medical, nursing, occupational therapy, physical therapy and other health-related schools. Reported favorably out of Human Relations and Aging Committee on 2/9/06.
S-582 Fargo / H2949 Walsh - Comprehensive treatment of lymphedema: No legislative progress. Discussions are continuing between stakeholders.
HF-1190 Abler / SF-1190 Kiscaden - Occupational Therapy Scope of Practice: Would add wound care and lymphedema management to the practice interventions performed by occupational therapists. Referred to Health and Family Security Committee.
A-5003a Cohen / S3015 Fuschillo - Comprehensive Diagnosis and Treatment of Lymphedema: Effective date changed to 2007 and referred back to Insurance Committee. No other progress.
A-5911 Kolb - Compression sleeves for lymphedema: Effective date changed to 2007 and referred back to Insurance Committee. No other progress.
